I have found using refs-in-play, I call them RIPs, to be a very good way of cutting down on cheating and unsafe behavior during a game. These are players who are known for their integrity and who are actually playing in the game, but also have the authority to enforce safety and fair play rules whenever they see violations during play. Part of the effectivness is psychological. The players know that the RIPs are out there, but the bulk of them don't know which players they are. I think that most cheaters are not hardcore cheaters, but will only do so if they think they can get away with it. Knowing that there are refs in their midst that they can't readily recognize makes them think twice. I have found it an effective and less expensive way to make my games safer and fairer.
I propose a database of tried and true RIPs who can be drawn on help ref at games they go to. It is always difficult to get enough refs and I think this may be a viable way to get more. Members would need to be referenced by others who know them to be reliable and honest and not prone to abuse referee authority to the benifit of the team they are playing on or themselves. I have been kicking this idea around for a while and I thought I would get some input on it.
