is the top teflon oring interchangable with the bottom teflon oring in the ON OFF?

hey is the top teflon oring interchangable with the bottom teflon oring in the ON OFF? im getting a leak near my trigger and im comparing the two.

Place the o-ring on a table and then take the on/off bottom and push it onto the o-ring it will snap into place.
