    this “outer machined recess” around the smaller one is for?

    If that's where the PIM goes then I believe it's for the steel bodies, where the pim is welded on, and so has some extra material around the base of the PIM. If the recess wasn't there, the body wouldnt fit flush, a problem I ran into when modifying an AM/MM rail for one of those bodies, and fixed by taking off a litle material around there.
