    Looks to me like a hanging wire used for powdercoating the part.

    Or the aluminum racking wire used for anodizing the part. But I see little flecks of green on the wire which makes me think it's more likely powdercoating (or paint) like you mention. If it was dyed anodizing, there wouldn't be flecks... there would just be a solid color from the dye dip.
