I need a custom rail done!!!!!!

i know there are a few people out there who can do custom rails, but i want to know who can do it the best. here is what i want done (just let me know how much it might cost). take a stock rail and:

-mill all the holes in it to make it ULE
-make it so it can accept the twistlock assembely and normal bodies
-annodize it the same color as a black intelliframe


and for the design... i have absolutly no idea how to describe it and i was wondering if there was a free program that i could get that would let me do that. im not a computer genious either, but im not retarted.
