It depends on how frequently you play. I usually play once or twice a month so I change mine every 1-2 months. They are cheap and it's good practice for maintenance.

I play every other week and somtimes in the off weeks as well. I change all the o's in the gun once a year and change out the reg seat twice a year or when I hear it leaking a bit. It sounds/ feels like when you short stroke it when they start to go bad. Just keep a few extra on hand and change as you need to. It takes all of what, a minute?

Just change the reg seat when it goes bad. Technically every time you take the valve halves apart, you should change the seat.

Just keep one or two handy in your game box. As long as you are not having any problems, there is no need to change the seat.

My gun is going on 4 years without having to change any O-rings or the reg seat, and I use mostly Co2. Careful disassembly while giving it a thourough cleaning after every 4-5 cases of paint is all I do to it.
