If I have a emag battery that is under 5v. When I put the charger on it and plug it in it will turn red for less than 5 seconds and then green is that a bad charger or can a bad cell in the battery do that? I also get the low batt and crappy odd letters.

5v is low even for a dead battery. The knee voltage for a cell is approximately 0.8 to 1v. Going below this voltage (which is hard to do) in a cell could result in polarity reversal. There are 14 cells in the emag battery. The voltage shouldn't go below 11v. Any voltage lower than this could indicate a bad cell rather than a bad charger. Check the open circuit output of the charger with a voltage meter. It should be ~20vdc or maybe slightly higher.
