Most important, How many miles are on it, what condition is the body and the interior and have you driven it and felt how it drives/rides?

i dont know how many miles are on it yet...my bros gonna find out for me when he goes to work cause he works with the guy...the body is in really good condition...not a scratch on it, the interior he put in a week ago ( i saw him and a few of his friend putting the seats in a few days ago..he lives down the street)...and i havent driven it yet...but im gonna go over there later with my mom and have him start it up and go for a ride

4500 for an 88 mustang is alot... unless it's exceptionally hella nice...

First screw the mustang, buy a camaro.
With that out of the way, it better be in hella good condition for that price.

Thats what i was figuring Sig, but hey, if the guy has modded the engine, kept the paint nice and shiney and brand new looking, and has very low miles and runs almost perfectly. Sure i say go for it.

Engine mods often devalue a car or dont increase the value much at all. The people who buy a car for $4000, but $2000 worth of engine mods into it, then go to sell it for $8,000 have another thing comming when the get offers around $3500-$4500.
