E-Mag Charger Question

That 3 Amp Regulated Power supply in conjunction with the stock e-mag charger and cord, would that charge my battery correctly?

Can't you buy DC-to- AC converters? Like you plug a cigarette lighter type plug into an adapter that connects to a wall socket?
