My local scuba shop does it for 25 but I've asked around and some places have it for 10. Most scuba shops should be able to hydro a tank for you

Remove your valve and find a fire extinguisher sales shop. They fill and service extinguishers and have to hydro test thier bottles. You can get it done for about $16-18 yourself. Save the shipping both ways and wasted time.
