is there a certain way you have to send compressed air through the mail?

nope, just make sure the tank is empty (i usually just screw an ASA or drop forward without a hose on it to leak out excess air or if it has an on/off open it up)

For air tanks, I found USPS is a lot easier to deal with then UPS.

The UPS store told me to remove the regulator or they wouldn't send it.

USPS didn't ask me to remove it

And, take all the air out.

I always take out a pressured fitting (gauge or fill nipple) and tape a note to the cylinder "XX removed rendering cylinder empty and open".

USPS won't send it by air, other than hthat, i'll echo above replies and say make sure there is no air in it.
