I was surfing around and found this site. It looks almost German, but maybe not. I couldn't get altavista to translate it. Perhaps scandinavian or possibly a russian dialect? It has videos. The first couple were taken about a year ago on a very windy rainy day. Some of the links I couldn't get to work.
