OK, sorry, newb question

I bought a tac one, i assume it has teh level 10 installed? so what is it they send me that says instruction and level 10 with a bunch of stuff in it.? it looks like the level 10 peices, but when I take it all apart, its already installed, as far as i can tell?
any idea?

lvl 10 comes installed

those parts are extra lvl 10 parts. If its used its most likely tuned, otherwise use those parts to tune it.
