Two possible causes jump to mind.

Make sure you have a good paint to barrel fit.
Take ten (or twenty) paintballs and drop them down your barrel, one at a time. They should either barely fall out or stop part way and then be able to be blown out with a small breath of air (as if the barrel were a blowgun). You should not have to use a powerful exhalation of air to push a paintball through the barrel, nor should they drop through easily. The reason for using ten is to check the consistency of the paintballs; a random larger ball will cause a break down the barrel or a velocity spike.

If you have a barrel kit with inserts or backs that can be sized to the paintballs and cannot get a perfect match, always err on the side of a little too loose, rather than a little too tight.

Tune your Level 10 bolt.
Oil your o-ring, put it into the 2.0 carrier (2 lines, no dots), slide it onto the bolt stem and attempt to dangle the bolt (you are holding the carrier while trying this). If the bolt slips off the carrier from its own weight, go to a smaller carrier. Use the largest carrier that will not allow the bolt to slip off using this test. Do not add any shims yet. Oil everything, assemble, and break in the o-ring by shooting out a tank of air. After doing this, you may need to change carriers and use the next smallest. Now, start adding shims one at a time until it leaks down the barrel. Take a shim out. You are ready to go.

is it brand new pretty much? the vlaves can take a few cases to break in and beocome more consistent. also make sure your oiling it well.

also be sure to use the rt chrono procedure to set your velocity correctly

another question is if i was to buy a palmer pursuit stabilizer from specialopspaintball would it make a difference?

you dont want to add an external reg or stab, it will likely only decrease airflow.

the rt procedure as i remember it is fire as fast as you can for 4-5 shots and on the last shot hold the trigger in.

you then want to shoot and chrono the next ball as fast as you can and that will be you fps
