It would look like SP totally ripped the lvl 10 bolt technology in their new 'low force bolt'

does anyone know exactly how it works?

Well, I don't know exactly how it works but for a guess I would say that when the bolt contacts real resistance the computer in the marker senses that and vents the remaining pressure through the solenoid valve. Just speculation.

That would be impractical. Think about how much time the bolt would have to move forward in the time it would take for the signal to reach the board, the board to recognize it, the board to order new actions, and for those new actions to go to the noid. But if they did it that way... well... there's no accounting for finesse.

its an ion bolt

in fact its the ONLY ion upgrade that fits into the vibe/sp-1

It would probably take about 2 milliseconds.
