Hyperflow Regs

I recieved a 68/45ci tank with a HyperFlow 301 reg on it. The reg says 3k max, but it is a 4500 tank.... Does this mean it can only be filled to 3k?

I also noticed on the req where there is a burst disk on my 201 that there is a "plug" instead of a burst disk?? I tried unscrewing it and it doesn't seem to budge. Haven't tried real hard, but...
