When people said they were adding shims to their on/off assemblies, where are they inserting them? On top of it or inside somewhere?

If you have a ULT then you are taking the on/off apart and inserting shims between the 2 pieces and screwing them back together until you have the desired trigger pull.

This is on a retro valve. Should I just leave it alone then?

You can take the two halves apart and put a shim or two in between them. It has the same effect as shortening the on-off pin. Any more than 2 and you risk squeezing the top oring and exerting extra tension on the pin.
