When I got my new emag the battery was bad as I stated in another post but my question is it came with a radio shack 12V 1500MA charger to charge the battery with. dont the batterys need a actual 16.8V and 650 MAH?
if its not the right charger where do I get a new/working one?
and could it have been the culprit of ruining the battery?

The Radio Shack wall charger that I have is a 12V 1.5A, and it works fine. You can get the stock car charger from AGD direct or I think Tuna sells them as well. I don't beleive they ever came with wall chargers, but I could be mistaken.
As for ruining the battery, if it is the original 650mah, it could be pretty old. I was told when I got mine rebuilt recently that they are only good for 4-5 years max and most dont last past 3-4 years.
