I was wondering if anyone know where to get the manual fill devices? What are they called? Where can I get them?
I saw one awhile ago in a magazine. You pumped air into the tank manually.

There is no way any person has enough energy to fill a tank that holds 3000 psi... no way. You're confused.

I don't think you're going to get 3000psi manually. A fill station can put air in a paintball tank from another filled tank. They cost about $50 just do search or check big pb store sites.

Aren't there like air compressors that can be cranked? I doubt those go above 50 psi but it's a start...

they make them, they sell them in adult airgun stores.
i think a place calls airgun express carries them

They do sell high pressure manual air pumps, however to pump up a tank up would take you days of arduous back breaking labor.

245 cu. cm per stroke (at ambient pressure), i think that it would take a while, but not all day.
would give me a good excuse to get some excersize
