Well, first you need a basic webcam. I have an IBM O picked up on sale at wal mart for 10 bucks.

then I went and downloaded the webcam software that works for me.

www.camarades.com

then it's just a matter of installing and running the software.

I tied a fuzzy mouse on a string for them.
