should the carrier have a pretty snug fit into the power tube tip and what difference do the shims make (all in lvl 10)

As for snugness in the tube itself, the oring has to get past the threads inside the tube. No big, just push the carrier in with a ballpoint pen top.

As for the shims, they vary the venting point on the stroke of the bolt.

er... so does that mean that it should be very snug and stay still or have enough room that it can slide up and down?

It should have a snug fit.
