Friend needs tippy question answered

Hey, my friend just got a 98 custom and he said he cant cock the bolt back all the way, I haven't taken a look at it, but does anybody have any idea about what it would be?

check the spirings and make sure everything is in order, also check the stiffness and length of the hammer spring

(it might not look like its back all the way, but ones you hear the click, its back all the way and you dont need to worry about it)
