Can the centerflag dynaflow adjustable regulator be adjusted high enough to result in bounce? I would be putting it on a 68/4500 tank.

Remember - bounce is NOT only a result of high input pressure. If your on/off pin is too long it will never bounce, or bounce very little.

So, I may have to modify the pin, or can a shorter pin be purchased somewhere?

You should get bounce with the adjustable even without a shorter pin.
