I purchased a splash kit, and it came with a nice little splashed frame. I was trying to switch the trigger, safety etc from a CF frame over to the new frame and seem to be having issues getting the little set screw to screw into the top of the hole where the ball and spring go into. Tried multiple times, and it really just doesnt seem to want to go. Am I doing it wrong? Did the splash frames not use the set screw? I did also try it without the spring just to see if I could get it to seat, and it doesnt go...

I know on a few different markers (older cockers are one) they use the body to hold the spring and ball in it's place. In your case, the rail would hold it. You just have to remember when tearing it down to be careful not to lose it.
I had an old mag frame that I had to do that on. You might have the same one or something similar. You could always tap it if you like.
