Depending on the LPR, they can go down pretty darn low. Pneumags typically run off 50-100 psi. Almost all LPR's can go down that low. The more expensive ones just tend to be more reliable and don't wander as much. If you get it at 50, it will stay at 50.
What exactly are you thinking about doing? If you just want a hose that will shoot air, an LPR might be over kill. If you wanted to hook one up to a tank, though, all you would need is an LPR, an ASA, and a few plogs for all the holes you don't use.Comment

A Palmer's micro-rock can hold pretty well in the 20's. If you don't need to fill quickly or high flow, most of them can go pretty low. pneumag LPRs are moving in 10 msec range, but if you have a second to recharge, you can go cheap. You could probably change some seals and add an upstream regulator to get silly low.
There are also the cheap compressed air diaphragm regulators that work at 5 psi. Different form factor altogether.Comment
