Pretty Old MiniMag

Gentleman,
I got this guy a few months ago. Has an 8 hole mod and a few holes drilled in the bolt too. (had a foamie covering the holes in the bolt when I got it.)
Any clue as to how old this may be? It has what I would assume to be a really low serial #. What Lvl bolt?
And whats up with the big hex caps over the velocity adj? They didn't want to budge when I was cleaning it up, so I haven't been able to check in on the piston and spring pack back there.

The hex over the velocity adjuster is the tourney lock should be a 7/8th wrench iirc. The * hole mods is just smoke (so to speak) and no clue about the bolt.
