Emag charger only goes up to 16.4 volts. Alternatives?

Well, I should've expected this to be broken also.

Anyways, when I measure the charger, it puts out rapidly varying charges from 12 v to 19 v. It will only charge the battery up to 16.4.

So what are some cheap alternatives to the charger?

The cheap alternative is to have me rebuild it with the proper kit. Don't risk wrecking your battery or board.
