There's a pin in the fill nipple with an o-ring on it. If that is dirty, it won't seal properly and leak. Just take off the fill nipple and pull out the pin. Clean and oil the o-ring and see if that works. Use a thread sealant like Loctite 545, 592 or very carefully put a bit of teflon tape on it.Comment

Clarification:
Use the loctite or teflon tape on the fill nipple threads, not the piston that you are checking. This would most definitely cause you problems. Check the piston o-ring like Black said, you may have to replace it.

on my flatline with the aftermarket fill nipple on, if you do not bleed the fill quickly enough the poppit will not sealAO #765

My friends WDP AIR tank had the same prob. with it gassed to like 40 psi, take a blunt object, place it in the fil nipple, TAP it, don't hammer it. it might have sealed wrong or gottin somethin in it. it works like a charmDrive it like you stole it.
