will a carbon fiber wrapped tank do a lot better than a steel or aluminin nitro tank or not at all? does it depend on the regulator more than the tank

Durability, the steel tanks are better. For weight, carbon fiber is better.

But when it comes to flow rate and what not, it's all in the reg.
