should the carrier have a pretty snug fit into the power tube tip and what difference do the shims make (all in lvl 10)

As for snugness in the tube itself, the oring has to get past the threads inside the tube. No big, just push the carrier in with a ballpoint pen top.
As for the shims, they vary the venting point on the stroke of the bolt. -

It should have a snug fit.set up: Micro e-mag with 32 degree chrome flame drop, Level 10, 88/4500 crossfire, 12 in CP, 32 degree whisper and ARADUS 14in barrel, EVO II.
