need help with HPA

i have a 68/45 PMI pure energy bottle thats giving me a hard time. the bottle itself wont hold more than 200 psi because it vents out of the small hole towards the top of the bottle.(pic 1) i've never had problems with this bottle before..in fact, i'm very pleased with it. i took it to a local airsmith and he said that it wasn't user service-able and had to be sent back to new york. i came here to get some more opinions before i paid $30 to send it away for a $.35 oring. hyrdo label is in pic 2.

if it does not have 2 small allen head screws on the reg - your airsmith is right - it is not user servicable and should go back to PMI
