Ok, I know the regs are different on the 3000s and 4500s. But would it be possible to put a 3000 reg on a 4500psi bottle, or would this blow the reg?

Technically, you could. As the reg WILL go onto the bottle.
Will you be able to fill the bottle to 4500? No. You'd trigger the burst valve on the reg.
And the Reg Seat has nothing to do with it being able to hold 4500 or 3000. Totally different internal parts. -
Sure, you can put a 4500psi reg on a 3000psi bottle. But you will only be able to fill it safley to 3000psi. The burst disk might not break, I forget what they are rated to.
You can cause damage to your reg, or to yourself or other around you this way. Just don't do it.
