Fitting a Halo Into Top of Vertical ULE Body

My Halo B will not fit into top of vertical Ule. How would you properly remove plastic material from discharge end (neck) of Halo to fit into top of ULE? Any help would be appreciated.

I prefer a dremel and a roller sanding bit but I am lazy.

AGD, where we are so good we can do it with only ONE tube!

I clamped Halo with neck up in vise wrapped with towel for scratch protection. Plugged output end with packing and covered body hole with masking tape to eliminate dust from entering. I Cut 3/4" wide sandpaper x approx. 12" long and strap sanded evenly all the way around neck until it snuggly fit ULE body. I used course to fine grades of sandpaper. Finally I rubbed out sanded area with 3M rubbing compound for smooth install. You were right about the elbow grease! Thanks for your help.
