First, how tight are those two mounting screws suppose to be? My tank seems to loosen up.

Second, when the pressure in the tank equal the output pressure, is the tank suppose to leak?

As tight as possible. Those are nylock nuts on there, so they shouldn't back out very much.

And no, it's not supposed to leak.
