If i baught a rt custom with , x valve, level 10 , ULE body , intelli grip and im shootign a 68/45 crossfire tank. How fast am i going to be abe to shoot if i have medium speed fingers does the trigger or valve speed make it so ur finger bounces out and is it tourny legal. Also If i was to put an inline regulator on the gun would it starve it? Or does it hel.

Don't add another regulator.

The gun will shoot as fast as you can pull the trigger. You won't outshoot the valve, I can say that.

Yes it's tourney legal in stock configuration. You can mod it to do the bouncy-finger thing. Then it becomes illegal.
