5000 PSI Tanks

Just a quick question for you guys.

Correct me if I am wrong, but for estimating shots for a Compressed Air tank is as shown.

(68ci-3000psi example: 10 X 68 = 680 shots)
(68ci-4500psi example: 15 X 68 = 1020 shots)

Is it a safe estimation that the amount of shots out of 5000 PSI tank is 20 times the size of the tank? If not what is the number times the tank size?

(Example: 68ci X 20 = 1360 shots)

Based on that formula I would estimate 16.66666..... not 20. 20 would be for 6000.
