chrono inconsistancy- WTF??

hey my set up is: 68/4500 systemxtank straight to the xvalve, running a lvl10 with the no ring carrier and i think no shims. my problem is that when i chrono it hops all over the place, like +/-10 sometimes +/-20 fps. what should i do??

also i have another problem. someitmes ill be shooting and its like the bolt gets stuck forward and i cant shoot, most of the time it isnt a big deal but one time it wouldnt recharge for about 30-40 seconds during a game, which isnt cool. do i just need to oil it more? if so, how much and where should i put it? thanks
