What makes a Regulator better?

I know that some regulators are more consistant than others, and some have higher recharge rates than others, but what exactly makes a regulator more consistant and recharge faster than another?

I'm guessing that consistancy comes from higher quality seals, etc... but That's just a shot in the dark.

Anyone actually know?
