I know there have been many threads about the Q-loader however i never saw my question answered. I am about to get a rouge 15* ASA and i wanted to know if i could mount the Q-loader on it or would i need the CMS upgrade.

You can mount the Q-loader but (surprise!) it'll be slanted upwards at a 15* angle. If you mount it on the barrel (possible but silly) or the feedneck (possible but stupid unless it's a welded feedneck) then you'll have it mounted perpendicular to the barrel or parallel to the barrel.
The CMS provides a mounting plate with screws for the bottom of a gripframe, which is what worked best for me when mounting it to my 15* mag. I had to use a shorter than normal front grip, but that was easy enough to buy and get used to.
