Set screws on RT rail

What is the function of the two small set screws in the RT rail at the back (just under the velocity adjust on the Valve)?

I have never paid much attention to them since they never paid much attention to me, but now I'm curious.

True it is an old RT, set screw seems a funny way to plug that, I think I might have just plugged and welded the hole...oh well I'm beating a very dead horse
