Xvalve problem

so I just got my xvalve w/ level ten installed on my classic body, classic frame. I used the red cut spring first with the 2 slash power tube like it says on the cd with 2 shims, I played with the velocity, but I can't get the bolt to push forward, the trigger recharges back alright and the valve pressurizes but the bolt wont fly. Do I have to put in a different power tube?
Oh yah and my tank is a 68/4500 crossfire so it should have the output
