I think he is thinking along the lines of retro fitting a 3K regulator to 4.5K specs. The only reg I know of that can do that was the old Apocalypse regs from Air America. That was regulator was upgradeable. My first 4500 system was an AA Apocalypse reg upgraded from 3000. The bottle was about 140 bucks and the upgrade was another 20. Took about 7 days round trip.
Back to the matter. Just try to find a 4.5 Flatline. They are running around 200 for a nice adjustable set up.

OK, let me rephrase my question.
Are the internals for the 3k and 4.5k the same?
The AA Raptor and Apocalypse use the same parts internally, same spring pack, piston, valve and seat. Just the burst disk needs to be changed for a conversion. In fact, you would be suprised at the similarity between the Raptor and a Classic Mag valve. You can rebuild a Raptor using a Mag seal kit. You can even screw a Mag reg housing on a Raptor! The only real difference is the Raptor has a longer spring pack/adjuster and a higher relief in the piston. You could turn a Raptor low pressure with Mag parts! TK should be sueing someone with the way things are going these days!
I want to know if Flatlines are of similar design. I just bought a 3k Flatline system with expired hydro. I also have a newer 4.5k tank with no regulator. From what I can see in various pictures, they look to be the same design. I never had a Flatline apart so I don't know what makes them tick. Has anyone had them apart? I don't mind using the 4.5k (114ci) tank as a 3k system but it would be nice to convert the regulator if I can.
If the only difference between the two regulators is cosmetic design and a burst disk then...

Again, the only folks I know that are allowed to install the 4.5 regs are AGD and Tuna, either of them could probably tell you.
And to the guy who commented about AA and Mag valves -> The flatline is VERY similiar to the mag valve...
Something interesting I heard too, the flatline is the only reg that has a safet built in and if you were to somehow break the neck of the reg off at the bottle, the bottle won't rocket. It actually has a seal that would engage. Nifty huh? Nice to know especially with the way people superman dive and play tourney's now.Comment

I found the answer I was looking for in a warpig article.
The regulators are not the same design. The front housing, piston, and seat are different in the 4.5k. It is a really good article if anyone's interested.
