tank valve leaking

i have a pure energy tank that leaks from the very small hole near the asa threads what does this mean?and why would the 1/64" hole right before the tank threads leak? it looks like a bleed off port...

how do you remove a valve from a tank i nned to know the correct way before i wake up tomorrow and start fooking it up lmk thanks
