Jumper on BOARD

I just noticed a brown jumper wire on my board, its in the connection closest to the LED screen. According to the PC layout this area is ACE and programming socket. This jumper is in the last 2 holes closest to LED screen. I bought the marker second hand so I have no clue if that should be there or not. I havent touched it for fear of cooking the board.
I'd appreciate any info as to why that jumper is there. Should someone need more info let me know. Again, THANKS in Advance
