What do i tune first?

My set up: ule body,x-valve/level 10, ULT
intelli, Pnuematic with tickler lpr

So my question is what do i tune first, second and so on?
Keep in mind this will be my first etempt to tune a ult and lvl 10

My goal is to have it shoot the best possible with a pnuematic setup.

Do the level 10 first sinve the ULT needs it for best performance. Then do the ULT.
