Sure.

The easiest way would be to have 2 valves and just remember to keep the pump forward when shooting.

If you can't have 2 valves then all you need to do is pull out the wave spring when switching from pump to semi.

I don't know about a mag, but you could do it hecka easy with a Spyder.

I'm talking about actually building a pump mag that has this stuff built in. My idea is that the part of the pump rod that connects to the bolt, would have a clevis built into it. There would be another rod, running horizontally across the pump rod. This rod would act as a 'selector' switch. Basically, when you pushed the rod running horizontally across downward, the pump would be disengaged and the gun would shoot semi, push it back up and it would engage back into pump mode.

i would think remove the wave spring so the bolt can reset fully and dont pump the Handle and you should be good to go in Semi

pump mags don't work that way. The only thing keeping it from being a semi is the wave spring. The wave spring prevents the marker from fully recocking. Basically forced bolt stick.
