My second reneged deal on eBay

Venting! I guess when something is too good to be true on eBay, it is. I saw a BNIB X-Valve on eBay, and even though it was being sold by someone with just 1 feedback I said what the hey, the buyer protection should cover me right? And the guy had a bunch of other stuff for sale so I didn't think he was out to make a quick buck. Well I won the auction for $122.50 shipped (only one other bidder I think) and promptly paid. The next day I get an e-mail from the seller saying that the money is on a 21 day hold and will not be released to him until it is shown as received or when I leave positive feedback. Some research shows that the hold was probably put because of his lack of feedback.

Anyway, the seller says that because of this, he is giving up on PayPal, and he is refunding the money, and I can try to make alternative payment to him. We e-mail back and forth some, with me trying to encourage him to complete the deal through eBay/PayPal and get a positive feedback, but finally he cancells the transaction. I offer to complete the deal outside of eBay (he is a verified business PayPal member) to see what he suggests, but I haven't heard back.

His other auctions have been amended to say that he is no longer accepting PayPal because of the 21 day policy, so I think he is genuine in that aspect. But, not having heard back from him on completing the order a different way, I think he has a case of seller remorse, and is using it as an excuse to not sell the X-Valve at what is a very low price. He had it previously listed with a $180 starting price so he knows the value of one.

So that is the second similar case I have run into within the last month. I will keep using eBay, as after the last Magna hopper fiasco I did get one for almost as cheap and the transaction went great, but my opinion of eBay just got knocked down quite a few notches.

    Ok I'm done venting.

paypal does lock payments for sellers with low feedback or who havent sold anything in 3 months but, as soon as the buyer recieves feedback, the money is released. i would say it sounds like a scam, but its goddam hard to scam on ebay right now. as for not accepting paypal, what is he gonna take? you HAVE to take paypal now, its the only thing ebay will allow. just try and say yoyll take a check or money order in your description and ebay is on your butt telling you to remove it or they will pull your auction.

My opinion of them died a long time ago. It seems you can only find sellers that are businesses, no individuals as much any more. Prices are higher than they were, also. On the other hand, I can get electronic parts cheap from Hong Kong through them.

You have to watch this. I am in the electronics industry and there are MASSIVE amounts of counterfeit and substandard parts originating from Mainland China being sold through companies in "HK". We deal with this on a daily basis. I once had a $100k worth of parts purchased from China fail on my customers circuit boards. Wasn't a happy time. They have massive mountains of scrap boards etc that people strip parts off of, clean them, and remark them to whtatever you want it to be.

          Yeah.

My cell phone failed so I bought one from Hong Kong, what the heck they all come from there anyway right?

It never worked and when I took the back cover off Motorola was spelled incorrectly; I avoid the Hong Kong sellers now.

I could have sent the phone back and received a new one at no charge however shipping for me would have cost $30; I only paid $40 for the phone so it wasn't worth it.
