Is the RT bolt speed faster than the classic valve bolt speed or is it strictly the recharge times?

bolt speed is the same.

Bolt speed is the same because it uses the same bolt, same bolt spring and same dump chamber pressure. F = P x A explains it all.

what is the accual speed in mph the bolt moves. just curious on some stupid trivia
