I saw this, LVL 10 Kit - Ver 1.0, and thought, well should i have waited and bought my kit when a newer version comes out or does it mean nothing. Also if a newer version comes out, will the AO beta testers be able to upgrade to a newer version?

why is there a level 1.0? well, in case there needs to be a level 1.1, or 2.0, or 2.1.1.4

Not 1.0, just Level 10.
This IS the upgrade on the existing system. If any improvements are needed to the LX, they will be simply implemented with no fan-fare. The only time a level changes, is when such an improvement is designed that results in a new model of the original Automag or valve. Extreme's, SFL's and the C&C's are not new levels, but entirely new guns.
