question about the date on nitro tanks,

ok, first of all, i'm sorry if this has been asked over and over and over again, but i searched for it trying to figure it out, and it didnt come back with any results, i've had my tank for about a year or so now, and i know it needs to be tested like every 3 right? well i dont know how to read the date on my tank to figure out when to test it, here is the number, if someone can tell me what it means, and when i need to do it, there are two numbers, one on each side, i dont know which means what, the first, on the left side it, 6196-6404, and then on the right, the number is 08-IA11-00, if someone can give me an idea as to when i need to get this tested again, i'd really appreciate it

If its a Fiber tank it needs to be done before the first day of august 2003

i believe the date on your tank is 8 of 2000 (august 2000). meaning you will need to get it retested by July 31, 2003 if its a 3 year
